Live Labs 2 launches knowledge bank

Today, 29 October 2025, North Lanarkshire Council and their partners, Amey, announce the launch of their Knowledge Bank, a new open-source digital platform designed to support local authorities in their efforts to decarbonise the local roads network.

The platform offers access to peer reviews of public sector materials and enables users to share case studies. By fostering collaboration and transparency, it empowers local authorities to exchange best practices in material decarbonisation, helping reduce siloed working and avoid duplication of effort. From the rural roads of the Scottish Highlands to the coastal routes of Cornwall, councils that may never have connected before can now share evidence and work together in their collective journey toward net zero through this open-source digital platform.

Commenting on the platform’s capabilities, Elaine Nicol, Road Maintenance Manager at North Lanarkshire Council, said: “The Knowledge Bank boasts key features such as a carbon calculator, materials comparison profiles, and advanced search tools, alongside case studies and innovation insights. We are excited to bring this valuable tool to the wider industry.”

Adding to this, Lauren SeBlonka, Innovation Business Partner and Live Labs 2 Lead at Amey, said: “We are so pleased to see the launch of this platform, which we believe will become a vital resource for local authorities as they accelerate their journey toward net zero. The platform is part of Live Labs 2, a three-year, UK-wide £30 million programme, funded by the Department for Transport, aimed at decarbonising the local highway network. It includes seven projects, grouped by four interconnected themes, led by local authorities working alongside commercial and academic partners. North Lanarkshire Council, with support from Amey, leads the north campus for the Centre of Excellence for Decarbonising Roads, while Transport for West Midlands, with support from Colas, leads the south campus, creating a national framework for collaboration and knowledge sharing.

The project team worked with Transparity, a Microsoft solutions partner who provided the technical expertise and strategic guidance to ensure the platform was scalable, secure, and user-friendly.
