James Haluch - MD Highways

James is a Chartered Civil Engineer with a significant track record in delivering strategic highways integrated services. James was appointed Managing Director for the Highways Business Unit in 2016.

James joined Amey in 2015 to lead Amey’s Strategic Highways business. Responsible for service delivery, client relationships and operational performance, James provided strategic leadership to the team to embed strong management disciplines and deliver the highest standards of service delivery.

James’ recent successes include securing the new £300m Highways England Area 7 contract for Amey. James pioneered Amey as the company with the ability to understand and deliver Highways England’s new approach to highways maintenance.

Upon his appointment as Managing Director for Highways, James assumed responsibility for Amey’s local highways business working with local authorities to deliver highways maintenance and management contracts across the UK.

Prior to Amey, James spent 25 years at Mouchel, latterly as part of EM Highways. Whilst at EM Highways, James was instrumental in identifying and leading on growth opportunities for the business. Building best practice from within his team and engaging the supply chain, James ensured a clear line of sight from front-line operations to successful outcomes which benefit local communities and the customer. Through the involvement of the supply chain, James led EM Highways to achieve BS11000 Collaborative Business Relationship accreditation.

James is passionate about developing diverse and committed management teams at all levels of an organisation, investing in individuals to increase engagement and build capabilities. He is an Investor in Diversity patron for Amey, believing that every employee should be a company ambassador and representative of the local communities in which Amey works. Previously, James chaired the EM Diversity Board, which was responsible for the creation of strategic and tactical initiatives to enhance diversity and engage new and existing teams.

As a Chartered Civil Engineer, James holds Chartered memberships with the Institution of Civil Engineers, Institution of Highways and Transportation and the Hong Kong Institution of Engineers.

Outside of work, James is a keen rugby fan and an accredited rugby union coach, training the U15 team at Ashby Rugby Club.
